127/25  OPEN FORUM  2 members of the Parish present. 2 Visitors.

An Architect attended to present proposed plans for eight young persons flats adjacent to the Black Horse, on the old Workshop site. Councillors & residents present expressed concern with the number of properties proposed. They gave their concerns with the impact this could have on already overstretched drains. The architect took on board what residents and Councillors felt and will go back to the landowner, discuss and come back with further proposals for the land.

A representative of the Beverley and District Motor Club attended the meeting to advise of the stages of the Rally proposed for 21/22nd February 2026. This will affect Little Weighton, entering down Walkington Road, turning left at the Pond, and then existing towards Risby. An interesting discussion took place of the event. All questions relating to safety, emergency services access and insurance were discussed. Posters for the event will be prepared for the Noticeboards and distributed in due course.

129/25   MINUTES

RESOLVED:   Minutes of the meeting held 9th July 2025 were then approved as a true & correct record.

130/25  LOCAL POLICING TEAM

Parish News Distributed.

PC Kelly Edgar – Little Weighton – Humber Talking : Mon 29 Sep 18:30 -19.30 (Walkabout will take place).

131/25  LITTLE WEIGHTON PLAYING FIELD

The questionnaire responses have been collected and will be reviewed.

Business Stream (Water) – awaiting credit note and replacement invoice.

Giant Disk  – Works agreed to replace turntable, plates & Bolt. – £223.00  – Councillors to contact supplier re date for works to take place.

Electricity Meter Display – Chased with supplier, however no engineer available at present who is experienced with three phased supply.

Bowls Club – The Kitchen has now been fitted and electrical works are due to be completed around the 15/16th September 2025.

Questions from the Bowls club in respect of buildings & insurances have been asked. Council agreed that the clerk seeks list of questions/concerns the club may have, which can be discussed at a future meeting.

133/25 PLANNING   

25/01731/PLF Change of use of existing agricultural site to use for the sales, servicing and hire of mowers and associated machinery at The Sprout Shed, Common Road, Rowley HU20 3XG (Russell Group Ground care) – RESOLVED – That this application should be approved during the summer recess. 

DECISION  – Application granted.

25/01898/STPLF – Erection of a new 400kV electricity substation, new vehicular access, new access road and associated works at Land Southeast of Poplar Farm, Park Lane, Cottingham (Woodmansey Parish)  for National Grid Electricity Transmission. – RESOLVED – That the Council had no comment to make.

25/01842/PLF – Erection of single storey extension to rear following demolition of existing conservatory at 6 Brackenwoods, Little Weighton (A Holdsworth) RESOLVED – That the Council recommend that this application is approved.

25/02189/TPO – (Ref 277) A1 – crown reduce one no.Silver Birch tree (T01) by 3.5 – 4 metres to alleviate shading effect; Remove 1 no. Whitebeam tree (T02) due to insufficient structural integrity and excessive northerly lean at Station House, Station View, Little Weighton. RESOLVED – That the Council recommend that this application is approved.

Path Diversion

Rowley Bridleway No 13 HU17 8PP –  Proposed Public Path Diversion and Definitive Map and Statement Modification Order in the parishes of Rowley and Woodmansey  (Circulated for comments during Summer Recess) The bridleway runs through the site of the proposed development south of the A1079. Proposed development includes the erection of a new electricity substation, private access road, and new junctions with the A1079.

RESOLVED – The Council felt that there are no issues with the proposed path diversion.

134/25 Renewables

Camargue UK LtdDogger Bank D Liaison Group Agenda – 5 September 2025 (Woodmansey Village Hall) 

RESOLVED That Councillor R Elvidge & A.Woodall would attend.

Planning Enforcement – White Gap Road – ERYC have advised that they expect compliance with the notice by end October 2025, at which time they shall revisit the site to assess compliance.

135/25  COMMUNICATIONS

Newsletter – The Summer edition of the newsletter had been distributed to the Drop off Points around the Village/Parish. Collection of the Questionnaire retrieved the post office.

 In discussion with resident many had not known that the newsletter would not be posted through doors and stocks were still held in the Shop, Village Hall etc.

Councillors discussed the Newsletter, and it was agreed that future editions will be posted again to all households. Articles for next edition by 25th October, with 5th November being final date for article inclusion.

Clerk update during summer recess with delegated authority (see attachment to Minutes).

Christmas Light Switch on – This will be held on Friday 5th December 2025. Lights will be erected weekend of 29/30th November.

d) Pay Award Increase of 0.50p per hour from £15.58 to £16.08 (SCP17)  backdated to 1st April 2025. RESOLVED – Salary increased Backdated to 01.04.2025 SCP17 APPROVED.

139/25   WARD COUNCILLORS REPORT

Councillor R Meredith reporting that funding has been agreed for a parking scheme at Raywell (Walking area – approx. fifteen spaces). The Boundary Commission had published its review of ERYC ward boundaries and that Little Weighton would be included in Beverley Rural. Castle Hill and HRI were increasing their parking charges significantly.

140/25 HIGHWAYS

  1. Turning Circle (South Garth) requires resurfacing. Resurfacing requested and logged with ERYC.                          26                                  Chairs Initials _____
  • Comberdale Hill/Westoby Lane Junction – Cllrs met with ERYC Highways Manager 24.7.25.  They will address new signs both ways at the junction, this will include two signs on each side of the road. They are reviewing the kerbs originally mentioned and carriageway improvements to make it wider at the narrow pinch point (towards the telegraph pole), also to repaint the white lines.

141/25 GROUNDS MAINTENANCE

a    Tree Survey & report received. Emails sent inviting three companies to quote for the works.

b    Ash Die back on Trees at the Playing Field – APPROVED Bentley Gold works £267.00.
