Prior to the Council meeting commencing, Dan Goodman (Humberside Police) presented information relating to the Community Speed Watch Programme.

69/25  ELECTION OF CHAIR FOR THE COUNCIL YEAR 2025/26

Councillor A Woodall was proposed by Councillor R Elvidge, seconded by Councillor L Fawcett.

RESOLVED – That Councillor A.Woodall is elected as Chair until the date of the Annual

Meeting of the Council in 2026.

70/25 ELECTION OF VICE CHAIR FOR THE COUNCIL YEAR 2025/26

Councillor S Turneer was proposed by Councillor R Elvidge and seconded by Councillor J Tunnicliffe.

RESOLVED – That Councillor S.Turner is elected as Vice-Chairman until the date of the

Annual  Meeting of the Council in 2026.

71/25  ELECTION OF COMMITTEES FOR THE COUNCIL YEAR 2025/26

  1. Planning Committee  – RESOLVED that planning matters are discussed by full Council until the date of the Annual Meeting of the Council in 2026 – No Committee
  • Finance Committee – RESOLVED Financial matters are discussed by full Council   until the date of the Annual Meeting of the Council in 2026, in addition full Council will also conduct HR Matters – No Committee
  • Appointment of Internal Auditor for 2025/26 – RESOLVED That Richard Dixon  be appointed as the internal auditor for 2025/26.

73/25    DATES AND TIMES OF MEETINGS FOR THE COUNCIL YEAR 2025/26

RESOLVED:  The Schedule of Meeting dates  & Venues were approved for the year 2025/26.

74/25  TO APPOINT COUNCIL SIGNATORIES FOR THE FORTHCOMING YEAR ON ALL BANK ACCOUNTS

RESOLVED:  Signatories Councillor A.Woodall, Councillor S.Turner & the clerk (S.Hunt).

75/25 APOLOGIES:  Councillor A.Raymond, Ward Councillors C & T Gill.

76/25  OPEN FORUM  –  4 members of the Parish present.

Residents attended advising that funds are being raised in the village for the play equipment as they would like to see the zip wire replaced. They asked if the Funds raised would be ringfenced. RESOLVED – That any fundraising or donations received for the playing fields would be ringfenced.

Resident raised concern with the trees in the Woodland next to the Village Hall, stating that the chalk is slipping onto the footpath, and is very untidy. Trees need pollarding and  assessing.

Residents concern regarding the railings along the footpath on Old Village Road. – The Clerk will raise issue with ERYC Highways team to check stability again.

South Cave Football (Children’s)  – request to use the Football Pitch and Changing rooms one evening a week commencing 12th May until mid-way through summer period. RESOLVED – Council agreed.

RESOLVED:   Minutes of the meeting held 7th April 2025 were then approved as a true & correct record.

79/25  LOCAL POLICING TEAM

Newsletter for Beverley Rural & Dale Ward received.

80/25 – LITTLE WEIGHTON PLAYING FIELD

The Giant Disc was lifted; however, the bearing is part of the welding of the full system. It was suggested that Mr Byass be contacted for a price to repair.

The Zip Wire/Cableway was discussed – Mr Byass to be contacted for a quotation, along with two other companies.

The lock at the changing rooms has been tampered with. Handyman has now repaired.

The clerk referenced a volunteer’s policy for those who are wanting to assist with the playing fields. A draft policy to be drawn up and circulated.

81/25 PLANNING   

Noted – No planning applications, decisions, or enforcement issues.

Renewables

Hornsea 4 update has decided not to progress with the development of the Hornsea 4 offshore wind farm in its current form. This was an incredibly tough decision and a disappointing outcome for the company and the teams that have worked so hard to develop Hornsea 4 to this point.

The reason for this is, Hornsea 4 in its current form is that the project has experienced several negative changes relating to increase of supply chain costs, an increase in the risk to construct and operate Hornsea 4 and higher interest rates. In combination, these changes have meaningfully deteriorated the business case where we are no longer comfortable with the level of value creation in the business case. – NOTED

Dogger Bank D  – Minutes of Meeting held 14th March 2025 circulated. Next Meeting is to be held Friday 23rd May 2025 at Woodmansey Village Hall. Councillors A Woodall & J Tunnicliffe will attend.

  1. Newsletter –  April edition of the newsletter had been distributed. Future editions will be printed and left in public areas in the Parish. To be confirmed.
  • VE Day 80 – Beacon to be lit on Thursday 8th May 2025, 9.30 pm at High Hunsley.
  • Website – Discussion regarding the Website, accessibility, content, and social media.

RESOLVED – That a communications meeting to discuss Website and social media is to be held on Wednesday 18th June 2025 in the Village Hall.

85/25 FINANCE & GOVERNANCE

  1. To review Scale of Charges for 2025-26 – Resolved  – Allotments and White Gap Road rents to remain the same, ERYC highways storage to increase to £1050.00.

Advertising to remain the same.

Football Pitch hire to remain the same for the Veterans.

Bowls Club to increase to £550.00 per annum.

  • To review & approve Asset Register – RESOLVED £156,694.10
  • To review and approve Risk Assessments – RESOLVED – Approved.
  • To review and approve Standing Orders & Policies – Approved.
  • To renew Parish Council Insurance – Renewal document circulated, two further quotations requested, to be circulated and delegated decision once reviewed and commented on by Councillors.
  • To note Income received & approve Payments presented.- Approved.
  • To approve Direct Debit arrangements to EDF, ICO. – Approved.
  • To note S137 Expenditure limit for Parish & Town Councils £11.10 – Noted.

86/25   WARD COUNCILLORS REPORT

Councillor Meredith reported:

ERYC Grants available for VE Day. Speed watch programme, Speed Surveys £750 police and crime commissioner will fund half of costs, these are linked to lampposts (black box).

Yorkshire water – flooding issues.

Boundary commission in the review Rowley Parish will come under Beverley rural a much larger Ward to cover with only two ward members.

87/25 HIGHWAYS

  1. Pothole at junction of Potterdale Drive, near to Bus Stop (Old Village Road) to be reported.
  2. Concern over the water level at the pond. It was agreed to ask Dan Cawthra at Grahams Contractors if they would dig Little Weighton Pond out about a foot deep. Water Level is currently low as there has not been a lot of rain, and the pond fills from Road run off.

88/25 GROUNDS MAINTENANCE

  1. Trees  – Council agreed following further concerns with trees in the Parish a Tree Survey & report will be carried out. Areas to be surveyed, Woodland Trees (Roadside) Old Village Road, Lilac Grove/Brackenwoods & Trees on the Green/North View, Old Village Road.

RESOLVED – Survey quotation to be sourced, circulated & actioned.

  • Weed-kill – The excessive use of weed-kill sprayed by ERYC Grounds Crew on 4 wheel buggies was bought to the council’s attention. Numerous patches of dead grass, which does not recover is now looking unsightly.  RESOLVED – ERYC to be informed that Little Weighton no longer wishes to have this service.
